AS A SHORT-TERM HOUSING-FOCUSED SHELTER THE PROGRAM IS INTENDED TO BRIDGE THE GAP BETWEEN ENTERING HOMELESSNESS AND MOVING INT SAFE AND SUSTAINABLE HOUSING. 3.
