ESAF Global Canada conducted research on open public spaces and markets in Jaffna Sri Lanka. The study aimed to assess the current situation identify challenges and understand the governing laws and regulations. New development efforts have been focused on the city of Jaffna areas in need of improvement. In Jaffna tourism has brought about a shift in mindset and culture leading to public space improvements influenced by western designs. However there are concerns about inclusivity and the marginalized poor. ESAF Global Canada is working with Local Government bodies responsible for providing local public services such as infrastructure sanitation libraries parks and recreational facilities. The Local Authorities including Municipal Councils Urban Councils and Divisional Councils/Pradeshiya Sabhas aim to improve citizens' well-being and quality of life through efficient service delivery. The Urban Development Authority focuses on integrated planning and development in designated urban areas. Municipalities in major cities also play a role in managing parks and recreation services. In Jaffna there is a dire need for the development of safe urban walkways cycling paths and planned carriageways. Pedestrian and cyclist safety are of significant concern due to the lack of adequate sidewalks and facilities. Efforts to develop open public spaces and renovate ponds have been insufficient. The disadvantaged community areas require improved living conditions and recreational spaces. Funding constraints have hindered the proposed development of parks and beaches in the city. In the face of development the natural environment is sometimes affected. The absence of safety is a problem for young p e o p l e and women. ESAF Global Canada is conducting community engagement programs in the parks to promote inclusivity harmony and social cohesion. Within the community there is a glaring absence of harmony and social cohesion. Integrating multiple development projects is crucial for Jaffna's long-term success and sustainability. The rebuilding of the Public Market which was destroyed during the Civil War is necessary and the Urban Development Authority recommends prioritizing a basement parking facility in the Grand Bazaar area. ESAF Global is also influencing the policy makers in Jaffna.
