TO PROVIDE MENTAL HEALTH AND ADDICTION COUNSELLING AND OTHER SUPPORT SERVICES TO ASSIST THESE INDIVIDUALS TO AQUIRE DEVELOP AND SUSTAIN SKILLS NECESSARY TO RECOVERY AND INDEPENDENT LIVING IN THE COMMUNITY; 3.
