THE SCOPE OF WORK HAS BEEN QUITE BROAD AND WAS UNDERTAKEN IN TWO PHASES. THE FIRST WAS TO CONSIDER OUR MISSION AND THEORY OF CHANGE IN THE CURRENT CANADIAN CONTEXT AND WOULD BE DONOR INTEREST AND ENGAGEMENT.
