What are the top charities in Canada?

No official ranking exists, and nothing a charity files with the CRA measures whether its work succeeded. Any list calling itself the top charities in Canada is applying somebody's chosen yardstick. The honest answer is to say which yardstick, and Charity Compass publishes three of them separately rather than blending them into one score.

Why there is no official list

The CRA registers charities and collects an annual T3010 return. It does not rank them, score them, or assess whether their programs work. The return records money in, money out and a short description of activities. It records no outcome: not one meal served, one patient treated, or one hectare protected. So a ranking built only on filings is a ranking of accounting, not of good done.

The closest thing to an independent rating

Charity Intelligence Canada, an independent analyst, reviews a small subset of the register in depth and publishes a star rating. 819 of the 72,356 operating charities carry one, and 100 of those hold five stars. That is roughly one charity in a hundred. Charity Compass shows their rating where it exists, labelled as theirs, and has no part in producing it. A charity without a star has not been judged and found wanting; nobody has looked.

If your yardstick is how much reaches programs

Cents to the cause is program spending as a share of total spending. The median Canadian operating charity reports 89¢, and a quarter report 97¢ or more. A high figure is not proof of effectiveness, and a very high one sometimes means administrative costs were under-reported rather than genuinely low. Use it to compare charities doing similar work at a similar size.

If your yardstick is overhead

Overhead is management, administration and fundraising as a share of spending. The median is 12%, and Charity Compass treats 5% to 35% as the ordinary range. 0.261 charities report under 5%, which is often a filing that leaves the line blank rather than a charity running on nothing. Low overhead means money moved to programs, not that programs worked.

What to do instead of picking from a list

Start from the work you want funded rather than from a ranking. Search what 72,356 charities describe themselves as doing, then read the figures beside charities of the same size and kind. A list someone else ranked cannot know which cause you care about, and that is the part only you can supply.

Common questions

Does Charity Compass rank charities?
Not into a single list of best charities. The sector report orders charities within a cause on named measures and states which measures, and every profile shows each figure with its source line and its caveat. There is no blended score, because blending unlike measures hides the judgement inside a number.
Are the biggest Canadian charities the best ones?
Size is not quality. Large charities are easier to research and attract more coverage, but the same public filings exist for small ones, and Charity Compass computes the same figures for every charity that files enough detail.
Who decides the star ratings?
Charity Intelligence Canada, an independent organization with no connection to Charity Compass. They rate roughly 819 charities. We republish their rating where one exists and label it as theirs.
