What is the difference between a foundation and a charitable organization?

A charitable organization runs its own programs. A foundation mainly gives money to other registered charities, and is public or private depending on who controls and funds it. In the F2024 data Canada has 72,356 charitable organizations, 4,639 public foundations and 6,766 private foundations.

Why the same ratio would mislead

Program spending is the wrong lens for a foundation. Its charitable work is the grants it makes, which the T3010 records on a separate line as gifts to qualified donees. Judged on cents to the cause, a well-run foundation would look like it does nothing. Charity Compass shows foundations by the share of spending disbursed to other registered charities instead, and says so on the page.

Public versus private

A private foundation is typically controlled by one family or company and funded by them. A public foundation has an arm's-length board and draws on the public: hospital foundations and community foundations are common examples. Both must meet a disbursement quota each year.

What this means when you give

Giving to a foundation is giving indirectly: your dollar becomes a grant to an operating charity later, possibly after being invested for a time. Giving to an operating charity funds work now. Neither is better; they answer different intentions.

Common questions

Are hospital foundations charities?
Yes. Most are registered as public foundations. They raise money and grant it to the hospital, which is itself a registered charitable organization.
Does Charity Compass search foundations?
Yes. The default search shows operating charities; the type filter switches to foundations or both, and foundation results lead with the share disbursed.
